Implementation of the charging network for electric vehicle without increasing the electric power

We have to install charging networks for electric vehicle in our new urban plans but we shouldn’t increase the electrical power demand, because we can’t increase the electric supply costs (construction of electric supply facilities) associated to our new urban districts
